Non-Regression: Nothing happens when clicking on Connected devices Android phone section of chrome://settings

What steps will reproduce the problem?
(1)Sign into User>> Navigate to chrome://settings>> Try to click on Connected devices Android phone section and observe nothing happens

Actual: Nothing happens when clicking on Connected devices Android phone section
Expected: It should either navigate to a sub page or it should show some message

This is Non-Regression Issue as  'Connected devices'  section is seen from 72.0.3580.0/11159.0.0 dev

This is WAI for users who do not have an eligible Android phone with which to set up multi-device features.

shibasheikh@, do you think it's worth making any UX changes for users without eligible Android phones?

Should we even be showing this section in Settings if the user doesn't have an eligible phone?

According to the mocks and spec, the current behavior is correct. Ryan, I think we should still show this section because it educates users about the feature and promotes it. There are also technical reasons for keeping this section there that either Jordy or I could go over with you.

Shiba or Jesse, feel free to re-open if you think anything needs to change here.
