Error pages should have a different favicon

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.54 Safari/537.36

Steps to reproduce the problem:
1. Visit e.g., file:///some.html, http://example.com
2. Also visit http://NO.SUCH.WEBSITE.ZZZZZZZZZZ
3. Look at the tab row at the top of the screen

What is the expected behavior?
Browser error pages (e.g.,  DNS_PROBE_FINISHED_NXDOMAIN) should have different icons than real pages.

What went wrong?
Their (non) icons look exactly the same.

Did this work before? N/A 

Chrome version: 70.0.3538.54  Channel: beta
OS Version: 
Flash Version: 

Firefox gets it right.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #70.0.3538.54 and latest canary #72.0.3584.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
