Pre condition : Enable 'Google local NTP' and 'New Tab Page Background Selection' from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and right click on 'Gear' icon to open 'Customize this page'
2. Select 'Chrome Backgrounds' to open 'Select a collection' overlay 
3. Now press 'Tab' key to bring focus on 'Cancel' button and try to drag the 'Cancel' button using mouse pointer , observe

Actual: Blue focus ring doesn't disappear on dragging 'Cancel' button
Expected: Blue focus ring should disappear on dragging 'Cancel' button

This is regression issue, broken in ‘M 70’ and below is the bisect info :
Good build: 70.0.3522.0 (Revision: 582756)
Bad build:  70.0.3523.0 (Revision: 583083)
 
You are probably looking for a change made after 582819 (known good), but no later than 582820 (first known bad).
