Saving a series of attachments has UI problems |

Issue descriptionChrome Version: 71 OS: Chrome OS What steps will reproduce the problem? (1) Have an email with multiple attachments (2) Save one. Notice a nice little toast telling you it saved. (3) Save another. Notice the nice little toast from before is obscuring the save button. Close the toast so you can save it. Notice a new little toast appear. (4) Save another file. Notice the toast is still there and you need to close it to save. ETc. What is the expected result? The toast UI doesn't get in the way of saving files. What happens instead? The toast UI does get in the way of saving files. Sorry to be so pedantic but this can be annoying. I think the best fix is to make the files app in chooser mode (i.e. to choose a location to save / open) should be on top of toasts.

benwells@ - Can you provide screenshots of what you're seeing? The download file notifications I'm seeing in the right-hand corner are not preventing me from saving the other files in my email?

Sure, here you go. The problem is that I have to either move the window or close the notification, which gets annoying if you have to keep doing it.
