Pixel 3 website is very janky when scrolling

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.56.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.95 Safari/537.36

Steps to reproduce the problem:
This is on my Pixelbook Chromebook.

1. Load https://store.google.com/us/product/pixel_3
2. Scroll up and down.

What is the expected behavior?
Scrolls fast

What went wrong?
Super janky.

Did this work before? N/A 

Does this work in other browsers? N/A

Is it still janky in M70? I just tried on a pixel 2XL with 70.0.3538.64 and it feels pretty good. Captured a trace (attached) and we are scrolling on the compositor thread.

Never mind, just noticed this is from a ChromeOS device. Will check again.

That machine is fairly old, but it highlights how bad things are. It looks like the compositor and the GPU process are both very busy.
