What specifically is disabled? Are you referring to System WebView being disabled? If so that is normal if you have Chrome installed since Chrome provides an alternate system webview implementation. If you really wish the System WebView re-enabled you can choose which WebView implementation to use inside the Android Developer Settings or remove Google Chrome from your device.
