CL that broke src+recipe integration landed through the CQ

https://chromium-review.googlesource.com/c/chromium/src/+/1278156 appears to have broken some of the things in //testing/scripts on windows; see e.g. https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Win7%20Tests%20%281%29/84707

It landed through the CQ despite causing the same suites to fail in similar ways: https://ci.chromium.org/p/chromium/builders/luci.chromium.try/win7_chromium_rel_ng/107301

(see webkit_python_tests in particular)

P1 b/c this hosed some of the CQ bots for most of the afternoon today; allowing similar CLs to land would not be good.

Taking as a trooper.

Indeed, webkit_python_tests (with patch) failed, then webkit_python_tests (without patch) passed in https://ci.chromium.org/p/chromium/builders/luci.chromium.try/win7_chromium_rel_ng/107301 , but the whole builder still passed.

Probably unrelatedly, webkit_layout_tests (retry summary) has a ton of ignored tests, which also doesn't look like a healthy practice, but maybe it's WAI?
