WiFi icon appears bigger and clipped when connecting to a network

Issue description

Chrome Version: <From about:version: Google Chrome 71.0.3578.0>
Chrome OS Version: <From about:version: Platform 11151.3.0>
Chrome OS Platform: <Nami/Akali-360>
Network info: <WiFi>

This is similar issue to https://bugs.chromium.org/p/chromium/issues/detail?id=882052, but it is fixed on M70. 

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Connect to a WPA network with a passphrase.
(2) The icon starts oscillating representing connecting state. 

Expected Result:
The icon should remain the same size.

Actual Result:
The icon is bigger and gets clipped by adjacent icons.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

it?

This is still an issue on M-72 (11316.1.0).
