Won't load certain sites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Example URL:
https://www.facebook.com/

Steps to reproduce the problem:
1. Try to load facebook.com (or some other sites, like downdetector.com, picturepush.com)
2.

What is the expected behavior?

What went wrong?
Won't load certain sites. Laptop performed an update just prior (I think for Chrome and Windows). Sites were still working on my other laptop, until it updated itself today. The problem sites will load on Chrome on Android. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes A few days ago??

Does this work in other browsers? Yes

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version:

Unable to reproduce the issue on reported chrome version 69.0.3497.100 using Windows 10.
Steps:

1. Launched reported chrome 
2. Navigated the URL "https://www.facebook.com/" , downdetector.com and picturepush.com )
As we are observed that sites loading successfully 

@Reporter: This is likely due to a buggy antivirus, firewall, or proxy on your machine or network. Are you running Kasperksy antivirus?  If so, does it work if you disable it, specifically the "Scan encrypted connections" setting? It seems they recently shipped a bad update and broke stuff.
Otherwise, what anti-virus, firewall, proxy, etc., do you run?It would also help us to get a NetLog of what occurred if you can reproduce it, see details here:
