What steps will reproduce the problem?
(1) Make sure the Cast icon is not showing in the toolbar
(2) Using touch, select Cast from the three dots menu
(3) Long press on the Cast toolbar icon

What is the expected result?
Cast dialog is replaced with Cast context menu

What happens instead?
Cast dialog closes

Brief experimentation shows this is an issue with extension actions in the overflow as well
