I said yes but it was kind of scary to see and I'm not sure what the ramifications of saying "Don't Allow" are.

We had a thing in the past (and possibly the present) where the updater would need Accessibility permissions because of how it interacted with the software it was supposed to update. I'll look into this.

In the past this was caused by Google Drive/FileSync updates. Andy, it would be great if you can run the ksdiagnostics command to collect the update logs. Please attach the logs to this bug, the tool automatically strips any PII information. Please run this utility in the terminal app, it may ask for elevation. $/Library/Google/GoogleSoftwareUpdate/GoogleSoftwareUpdate.bundle/Contents/Resources/ksdiagnostics If it is not there, try it in the user folder: $~/Library/Google/GoogleSoftwareUpdate/GoogleSoftwareUpdate.bundle/Contents/Resources/ksdiagnostics

Sorry for the delay. Yes, this still points to Google Drive updates. Drive was updated on 10/14 at 1:33pm. This issue cannot be caused by Chrome updaters as Chrome on that machine is updating as root and does not run anything at user level. The message is user-level related. I will follow up internally with the Drive (now "Backup and Sync") team.
