Browser takes over Keyboard/Mouse and is unresponsive

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1.Goto stupid site like realclearpoltics.com 
2.Click on some story that pops the new page AND has adtech.server link
3. If the server doesn't repsond WHOLE MACHINE IS LOCKED

What is the expected behavior?
Computer should (MUST) keep working even if some stupid website is trying to take over the universe.

What went wrong?
Machine was totally hosed -- no mouse no keyboard ..
99% of the time you have to readboot .. some browser security

Did this work before? No 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 3.16
Flash Version: Shockwave Flash 31.0 r0

FIX this damn behavior that a rouge site CAN'T grab keyboard/mouse and kill the machine.

Tried testing the issue on latest stable 70.0.3538.67 and latest chrome #72.0.3584.0 using Ubuntu 17.10 by following below steps.

Steps:

1.Launched chrome.
2.Navigated to " realclearpoltics.com "
3.Clicked on a story.
4.It navigated to a page with many links with ads, clicked on them.
5.Observed that they got navigated to a new page without making machine locked.

@reporter: Could you please review the above attachment and let us know if anything is being missed here. Request you to retry the issue on latest stable #70.0.3538.67 by creating a new person without any apps or extension installed, reset all flags to default and let us know if the issue still persists. You can download the latest chrome from "https://www.chromium.org/getting-involved/dev-channel".

I can't help you more on this issue ..
I DON'T have to load latest chrome .. doesn't it automatically do that
everytime you restart ?

This is not an isolated case .. this has happened MANY MANY times .. it is
a case of some code in browser holding keyboard/mouse hostage will it get
adserver to respond.
If adserver is down .. that lock stays on forever .. till you reboot ..
this SUCKS ..
that's the bug .. chrome should have a "timer" .. on how often a piece of
code can try to read key/board/mouse per second ..
that;s multitasklng 101 .. but I guess new programmers don't know that old
concept ..

In addition to comment#3, unable to reproduce the issue on latest chrome #72.0.3588.0 using Ubuntu 17.10, hence adding TE-NeedsTriageHelp label and requesting someone from the respective team to have a look into this and help in further triaging it.
