Update Chrome Staples with new renderer metrics

This is Android specific.

New formula (replaces Tab.RendererDetailedExitStatus): "Stability.Android.ProcessedCrashCounts.All renderer process crashes"/"Stability.Counts.Pageload count"*1000000

Ok - I think I got this. The denom is "Stability.Counts", but I updated the numerator.
