Add UMA to track success of image decoding

We want to report UMA for the result of image decoding in Explore Sites. It is important that we are aware whether the icons are being successfully decoded, because if they are not, our UI is severely impacted.

This was added in https://chromium-review.googlesource.com/c/chromium/src/+/1277525 and needs to be merged into M71.
