SetBadgeText disappears in high-DPI

Chrome Version: 72.0.3581.0
OS: Windows 10

What steps will reproduce the problem?
(1) Install an addon that uses SetBadgeText (e.g. https://chrome.google.com/webstore/detail/show-chrome-version/lcmpcdnpcjimgbdejflpblmlgjnakhmh)

OBSERVE: SetBadgeText text does not show.

EXPECT: Badge text appears properly.

Changing Windows 10 "Scale and layout" DPI setting to 100% makes the problem go away. Does not repro in earlier versions.

Also, elawrence@, were you able to reproduce this issue on any other versions (Stable, Beta, Dev)? And, what was the screen resolution of the Windows machine you found this issue on?
