Currently, it'll preserve the order of the elements that are already in the list (typically like EN and EN-US), then append the newly checked languages in an order that depends on the HashSet iteration order.

This isn't super user-friendly. Ideally, it should be changed to the order in which the languages were checked. If that's not possible, alphabetical order would be the next best thing.
