🤷♀️ Woman shrugging emoji displays with two characters - woman and venus symbol

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Open browser 2. Copy-and-paste woman-shrugging emoji 3. See that it displays as two characters - woman and venus symbol What is the expected behavior? What went wrong? The woman shrugging emoji. This one --> 🤷♀️ <-- displays with the venus symbol next to it. I've attached a screenshot showing you what I mean. Did this work before? Thanks for filing the issue! Able to reproduce the issue on reported chrome version 69.0.3497.100 and on the latest canary 72.0.3581.3 using Mac 10.13.1, Windows 10 and Ubuntu 14.04 Bisect Information: ------------------- Good Build: 68.0.3440.134 Bad Build: 69.0.3441.0 Providing the Change log from Omahaproxy as we are getting all the good builds invoked while running tool bisect, changing the revision numbers also couldn't help. https://chromium.googlesource.com/chromium/src/+log/68.0.3440.0..69.0.3441.0?pretty=fuller&n=10000 Tentatively marking this as Untriaged. Requesting someone to help us to find the correct suspect and assign it to the right owner. Note: Adding RBS for M-70, please change/remove if not needed.
