implement finch-based kill switch for scrolling to css selector specified in a fragment

Issue description

In security review for this feature, we determined that it was important to implement a finch-based kill switch for scrolling to css selector specified in a fragment.

In the event that a security vulnerability is discovered for this feature, we felt it was important to have the ability to quickly disable the feature across all Chrome users.

note that this may already be implemented as part of pnoland's initial implementation so the first AI for this is to see if the existing implementation addresses this.
I think we'd only need server-side configuration to accomplish this, since we have a RuntimeEnabledFeature already in place.
Excellent, thanks, that was my hope! Sounds like the client-side work for this is done then.
