In security review for this feature, we determined that it was important to allow pages to opt out of scrolling to a css selector.

We proposed that pages could do so via a meta tag or perhaps an HTTP response header.

We briefly discussed whether feature policy would be an appropriate mechanism here. Our discussions suggested that feature policy may not be the right mechanism however we should verify this as part of figuring out how to allow developers to opt out of this feature.
