Chrome text fields don't honour macOS text auto-replace settings

Issue description

Chrome Version       : 71.0.3573.0
OS Version: OS X 10.13.6
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS
    Firefox: FAIL
    IE/Edge: N/A

What steps will reproduce the problem?
1. Navigate to a page with a text input 
2. Use a text replacement shortcut created in macOS System Preferences | Keyboard | Text
3. Notice that the entered shortcut isn't replaced.

What is the expected result?

Personally, I'd love for these text replacements to work. I used the heavily when I used macOS native apps for my day job, rather than web apps, and it was always jarring to have Chrome work differently than the OS.  Though I can understand it's a large behaviour change, as the default text replacement strings include :deg: -> °, :times: -> ×, and omw to On my way! One of the reasons I used text replacements is that I'm a bit dyslexic, so maybe it could be an accessibility option?  Thanks!
