Input type="datetime-local" error in Android

Issue description

Repros in:
Chrome Version: 69.0.3497.100 and 71.0.3564.0
OS: Android

Doesn't repro in:
Chrome Version: 69.0.3497.100
OS: Linux

What steps will reproduce the problem?
(1) Go to https://jsfiddle.net/wesatest/rzfps5ok/5/
(2) Make a modification to the date or hour in the datetime-local form element (ex: change minute 34 -> to minute 35)
(3) Submit the form

What is the expected result?
404 because the "action" field on the form is not a real URL.

What happens instead?
Error popup:
> Please enter a valid value. The two nearest valid values are 30/12/2020,....
