Media Controls: CSS transforms break overflow menu positioning

Project Member Reported by steimel@chromium.org, Oct 15

Issue description

If you add a transform to an element, it uses that element as a containing block even for fixed elements. See https://meyerweb.com/eric/thoughts/2011/09/12/un-fixing-fixed-elements-with-css-transforms/

This breaks the overflow menu positioning calculation which sets a position based on the viewport
