[Autotest improvement] Replace use of BluetoothDevice with BluetoothAdapter in test network_WiFi_BluetoothScanPerf

Issue description

bluetooth_Adapter* tests invoke bluetooth commands on a BluetoothHidFacadeRemoteAdapter instance which enwraps BluetoothDevice. Follow the same pattern for WiFi-BT coex tests.

I'm tackling this test first as a precursor to crbug:888115 (https://bugs.chromium.org/p/chromium/issues/detail?id=888115)
