Perf Dashboard: Clank Apps commits not loading

Please describe the problem:
Click on any point in the graph, click on the Clank Apps commit range hyperlink. That results in error 400. Possibly related: the bisects are failing.

dtu@ and I worked together to dig out the root cause to be wrong authentication scopes to Gitiles/Gerrit, and dtu@ made the change to fix this. This should fix issues on both Pinpoint and Perf Dashboard (if it also has to access Gitiles/Gerrit).
