Currently, UpdateOverflowMenuWanted depends on GetSizeOrDefault to decide which controls fit and which don't. The problem with this is that any controls that are hidden will have a size of (0, 0), so next time we calculate we think we can fit them in without taking up any space. This results in controls that will incorrectly change each time UpdateOverflowMenuWanted is called.
