LUCI services bootstrapping should use gcloud/prpc commands instead of instructions to follow on the Cloud Console web UI

Issue description

The Web UI changes on a regular basis, rendering the instructions stale.
The gcloud commands have better long term compatibility, and it's just easier to run.
