Regression: No focus gap between 'Find in page' icon and 'zoom' icon is seen.

Chrome Version: 72.0.3581.0 (Official Build) Revision 694c924ff97377dc28696e1796587cef97b1c10e-refs/branch-heads/3581@{#1} (32/64-bit)
OS:Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6, 10.14.1) and Linux(14.04 LTS)OS

What steps will reproduce the problem?
(1) Launch chrome,open NTP and press Ctrl+F and then press Ctrl++
(2) Observe focus gap between find in page icon and zoom icon.

Actual: Focus gap between find in page icon and zoom icon is not proper as expected.

Expected: Focus gap between find in page icon and zoom icon should be proper.

This is a regression issue, broken in 'M70', will soon update the other info:

Good Build:70.0.3534.(Revision: 586176)
Bad Build: 70.0.3535.(Revision: 586474)

You are probably looking for a change made after 586262 (known good), but no later than 586267 (first known bad).
