Precondition: Sign into gmail with valid credentials..

What steps will reproduce the problem?
1.Launch chrome and click on avatar icon.
2.Now click on 'Turn on sync' button and observe.
 
Actual  : Avatar icon gets refreshed after clicking on 'Turn On Sync' button.
Expected: Avatar icon should not get refreshed after clicking on 'Turn On Sync' button.

This is Regression issue seen in M-71, and will soon update other info.
Good Build: 71.0.3548.0
Bad Build: 71.0.3549.0

You are probably looking for a change made after 589893 (known good), but no later than 589894 (first known bad).
