Non-Regression:Select-to-speak icon is seen overlapped with ubertray shelf when language is changed from Arabic to English

Issue description

Chrome Version:72.0.3580.0/11160.0.0 dev channel Kip, Daisy & Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build >> From Ubertray/Accessibility ->enable Select-to-speak
(2)From 'Choose your language & keyboard' screen >>change the language from English to Arabic
(3)Again re-change the language from Arabic to English and observe

Actual:Select-to-speak icon is seen overlapped with ubertray shelf
Expected:Select-to-speak icon shouldn't get overlapped with ubertray shelf 

This as a Non-Regression issue seen from M-70

Does the same thing happen with similar tray icons for keyboard, input options, stylus, and dictation? Or is this specific to Select-to-Speak?

I was able to reproduce this bug following the steps above.

Chrome Version: 71.0.3578.8
OS:  Chrome OS

katydek@ - This is also happening with onscreen keyboard when selected from Accessibility Settings.
