Regression : [Mac] Unable to launch 'Chrome Task Manager' when print preview is open.

Issue description

Chrome Version : 72.0.3581.0 (Official Build) 694c924ff97377dc28696e1796587cef97b1c10e-refs/branch-heads/3581@{#1} 64 bit
OS : Mac(10.13.1, 10.14.1, 10.13.6)

What steps will reproduce the problem?
1. Launch chrome, open NTP and hit 'Cmd + P' to open print preview.
2. Now, click on 'Window' MacMenu and select 'Task Manager' option.
3. Observe.

Actual Result : Unable to launch 'Chrome Task Manager' when print preview is open.

Expected Result : Chrome should allow user to launch 'Task Manager' when print preview is open.

This is a regression issue broken in M-70 and below is the 'per-revision' bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

Note:
1. Issue is not reproducible in Windows(7,8,10) & Linux(14.04 LTS) OS.
2. In linux, user is able to access task manager even when print preview is open.
3. Able to reproduce issue in Beta #70.0.3538.54 and Dev #71.0.3573.0

I can reproduce this locally with 71.0.3578.8 on 10.13.6. These steps repro the bug:

1) Open the print preview from chrome://newtab using cmd-p
2) Choose "Task Manager" from the Window menu

These steps do not:

1) Open the print preview from chrome://newtab using cmd-p
2) Choose "Task Manager" from the dots menu

A notable difference: in the first set of steps the print preview dialog seems to retain focus throughout, and in the second set of steps it does not.
