Navigation to the NTP shortcut is seen when trying to remove shortcut link via tap-touch.

Issue description

Chrome Version: 72.0.3581.0 (Official Build) Revision 694c924ff97377dc28696e1796587cef97b1c10e-refs/branch-heads/3581@{#1} (32/64 Bit).

OS: Windows 10 (Touch Device).

Pre-condition: Enable 'Enable using the Google local NTP' and 'New Tab Page Custom Links' under chrome://flags and relaunch the browser. 

Steps to reproduce:
1. In chrome, open to NTP and add an invalid shortcut link.
2. Now, tap-touch on 'Edit shortcut' icon for invalid url.
3. On Edit short-cut overlay, tap-touch on 'Remove' button and observe.

Actual Result: Instead of removing the url it navigates to the invalid url when using tap-touch.
Expected Result: It should remove desired url via tap-touch instead of navigating the same.

This is Non-Regression Issue seen from M70, build #70.0.3504.0

Note
1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.12.6,10.13.1,10.13.6,10.14.1) and Linux(14.04 LTS) OS.
2. Issue is also seen on Beta #70.0.3538.54, Dev #71.0.3573.0 build.

Cannot reproduce on Canary 72.0.3604.0. It looks like the screencast clicked twice on the tile (missed the first click and hit the navigation instead). The page was loading slowly, which was why the edit shortcut button was still accessible for the second click.
