[regression] Google Sheets cells no longer echoed in Braille mode

Issue description

Steps:
1. Load a Google Sheet in Braille mode with NVDA or JAWS
2. Arrow around the sheet

Nothing is spoken, but cell focus should be echoed.

Regression from https://chromium-review.googlesource.com/c/chromium/src/+/1236714
First landed in m71.

I can no longer repro in Sheets.
