Not all links open in a tab bar folder.

Issue description
Chrome Version : 69.0.3497.100

What steps will reproduce the problem?
(1) Create a folder in the bookmarks (tab) bar.
(2) Place one link and one folder in it.
(3) Place the link in the last created folder (on step #2).
(4) After that, when you click on a folder in the bookmarks panel using the mouse wheel, only the link in the folder will open, but not all the links in this folder (there are two of them, if you recall the link inside the inner folder).
What is the expected result?
All links in the folder should open.
What happens instead?
Open only top level links.
Please provide any additional information below. Attach a screenshot if

nislacker@ Thanks for the issue. Tested this issue on Windows 10 and Mac OS 10.13.3 on the reported version 69.0.3497.100 and the latest Canary 72.0.3582.0 and unable to reproduce the issue by following the given steps above. Able to open all the links in the folder on the Bookmarks bar. Attached is the screen cast for reference. Request you to check and confirm if anything is missed from our end in triaging the issue. Also request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks..

I am from Ukraine, that is why my English is bad. But I use Google Translate to improve translation. Please, create only one folder in a tab bar and one or more folder(s) in it with links in it. Then click by mouse wheel on top folder (which you created first) -- you will see that any link in subfolders weren't opened -- it's not comfortable.

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 and on latest stable# 70.0.3538.67 with steps mentioned below: 1) Launched chrome reported version and created a folder in bookmark bar 2) Created three folders in the folder created in above step and bookmarked some links in the sub folders 3) Clicked on main folder(created in step-1), able to see three sub-folders, again clicked on sub folder, able to see the bookmarked links in that folder, when clicked on bookmarked link able to navigate to that link successfully @Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue. Try to test this issue on latest stable and let us know if the issue still persists. You can download latest chrome from URL: https://www.chromium.org/getting-involved/dev-channel.
