<select size=1> selects the first <option> even if it has display:none

What steps will reproduce the problem?
(1) load this URL
data:text/html,<select size=1><option style="display:none">Option one</option><option>Option Two</option><option>Option three</option></select>
(2)
(3)

What is the expected result?
"Option Two" is the selected option

What happens instead?
"Option One" is displayed as the selected option although it doesn't appear in the list

Nevermind.  Apparently this is the intended behavior and there's
even a WPT that tests this:
html/semantics/forms/the-select-element/selected-index.html
