Issue descriptionChrome Version: 71.0.3572.0 OS: ChromeOS Pixelbook What steps will reproduce the problem? (1) Open crbug.com and search for bugs, e.g. "reporter:me" is what I was using. (2) Pick a bug and right-click on the link to get the context menu. What is the expected result? Context menu appears for the bug link. What happens instead? Context menu appears, but then the search page navigates to the bug link as though the user had right-clicked on it. Not sure whether this is specific to the Pixelbook's trackpad, where the right-click is actually a two-finger tap on the trackpad, or a Blink event-handling bug.

Re #1: Note that I'm only able to repro this with crbug links; it doesn't seem to repro in other places, AFAICT. Maybe it's just a Monorail bug..?

Yup, reproduced on ChromeOS pixelbook 72.0.3582.0. Works only on the links in the crbug search page. Important detail: "right click" here means a two finger tap (but not click) on the trackpad. Two finger click has expected behavior. Two finger tap causes both a context menu and a navigation.

Looks like this happens only for the links on bug list. Other links on crbug.com works fine. I don't think it's a regression so dropping the priority.
