Scaling for Play Store seems off on Chromebox

Issue description


Google Chrome	70.0.3538.58 (Official Build) beta (64-bit)
Platform	11021.45.0 (Official Build) beta-channel fizz-unibuild 

What steps will reproduce the problem?
(1) Use Play Store on Chromebox with a 27" Cinema display at 2560x1440

What is the expected result?
Play Apps scale looks similar to normal apps

What happens instead?
Android apps are quite large. The scale factor may simply be 1.0? I remember external monitor scaling is pretty complicated but this one looks real funny big (compared to any other Chromebook I have been using Play Store with)

@Sebastien, can you help me understand if this is correct and/or if there is a scaling factor that may be a better default?

I believe we cap the scale factor to one for 1x screens not going into 0.75x (Mitsuru please correct me if I'm wrong), which is why the ratio might appear different from another device that doesn't use 1x multiplier and that you might be more used to use.
Yes, we cap the scale to 1x per Android team's recommendation.
