Play Store just popped open without me asking it to on first boot

Issue description


Google Chrome	70.0.3538.58 (Official Build) beta (64-bit)
Platform	11021.45.0 (Official Build) beta-channel fizz-unibuild

What steps will reproduce the problem?
(1) Setup a new device
(2) Add an account and accept Play Terms of Service
(3) Sign in

What is the expected result?
Play turns on and does its thing (sync apps etc)

What happens instead?
Play Store opened itself fullscreen. It should not just do that upon boot. This was the first time this user signed into this particular device
