I cannot reproduce this with my CL applied.
Nevermind, just realized this on Windows.
I cannot repro on Windows either.
Issue 895074 has been merged into this issue.
I think I understand somewhat what may be happening. Actively looking for a solution.
Also to be noted that the related CL has been reverted.
