Can't manipulate to see entire text inside box

Steps to reproduce the problem:
1. Visit https://www.inaturalist.org/signup
2. Inside the box see "Only letters and ..."
3. Try your best to see what the full phrase is.

What is the expected behavior?

What went wrong?
It seems the form filler interferes with the users attempts to see what the full phrase is.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

OK even if it is the site's fault, the user should still be given a way to e.g., pull the field wider to see what is inside, short of needing Developer Tools.

OK it doesn't work in other browsers either. But for accessibility's sake, give users a way to see, via e.g., mouseover, what it says. Faster than "contact the site owner and tell them to fix it."

jidanni@ Thanks for the issue.

Able to reproduce the issue on Windows 10, Mac OS 10.13.3 and Ubuntu 17.10 on the reported version 69.0.3497.100 and the latest Canary 72.0.3581.0.

This is a Non-Regression issue as this is observed from M-60 chrome builds.
Hence marking this as Untriaged for further updates from Dev.

This is a site issue.

Doesn't work in other browsers. Tool tips are controlled by the title attribute. If the website set a title attribute it would appear on hover.
