browser default to http protocol. Should default to https

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Example URL:
Any site that has both http and https enabled

Steps to reproduce the problem:
1. type in a url without a protocol specifier. e.g. google.com - vs http://google.com or https://google.com

What is the expected behavior?
The browser will request http://<url>

What went wrong?
It didn't go to https://

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

If all http:// urls are marked insecure, the default behavior of the browswer should be to go to https:// first, then fall back to http://

Unable to reproduce the issue on reported chrome version #69.0.3497.100 and latest chrome 72.0.3580.0  using Windows 10 by following steps.

Steps:
=====
1.Launched chrome.
2.Navigated to "google.com", "http://google.com" and "https://google.com"
3.Observed that browser navigates to the above pages with https protocol.

@reporter: Could you please review the attached screencast and let us know if anything is being missed here. Request you to retry the issue by creating a new person without any apps and extensions installed, reset all flags to default on latest chrome and let us know if the issue still persists.

My apologies. I did not make this clear.
The browser chooses http as the default protocol if none is entered.
If you type in google.com, it will go to http://google.com, then be redirected to https://google.com.

It should choose https by default, not http.
I have included snips from the developer tools to illustrate.
