What steps will reproduce the problem?
(1) Navigate to "data:text/html, <div contenteditable>abc&#x05D0;&#x05D1;&#x05D2;123"
(2) Click between "3" and "ג"
(3) Try moving caret around with left/right arrow keys

What is the expected result?

(2) Caret shows up between "3" and "ג"
(3) Should be able to move caret to all positions

What happens instead?

(2) Caret shows up at the right side of "א"
(3) Can't move caret to between "3" and "ג"
