"New Folder" default string should use sentence case

Chrome Version: 71.0.3572.0

When a new folder is created the default string is "New Folder". Let's update it to sentence case: "New folder".

FilesApp: Use sentence case for 'New Folder'

The 'New folder' menu item should create a folder with the same case
for the folder name. This implements that, and updates the test.
