Chrome prints incomplete PDF from preview on native printers in Windows

Issue description

Chrome version: 69.0.3497.100
OS version:N/A
Case#: 17068705

Description:
Customer reported a problem they having with printing PDF files from Chrome. The job seems to be sent to the printer, but only the first few pages are printed or not printed at all. The issue does not occur when PDF is printed from Adobe Reader.

They mentioned this issue was found only on Chrome browser with Windows7 Professional devices, even there is no similar issue found on the other browser (FireFox and Internet Explorer).

Affected printers:
1) Toshiba - e-STUDIO2555C 
2) KONICA MINOLTA - bizhub C554e 

Steps to reproduce: 
1. Add a printer in Windows
2. Open a PDF file in Chrome browser
3. Try to print PDF file on the printer

Current Behavior / Reproduction: 
Few or no pages are printed

Expected Behavior: 
All pages are printed

[All troubleshooting steps already taken] 
- Installing Chrome Canary is unsuccessful 
- Incognito mode is unsuccessul 
- Disabled all the extensions and found it was unsuccessful 
- They found no similar issue on FireFox and Internet Explorer browser 
- When 1-10 pages are specified, the issue has been reproduced (only the first one page is printed). When 1 - 5 pages are specified, all 5 pages have been normally printed. 
- Antivirus software disabled
- Printing from Windows native dialog has no effect, issue reproduced
- All extensions disabled

No workaround found for this issue unfortunately. Please let me know if more information is required from the customer

Can you elaborate on where CUPS fits in with Windows? Internals>Printing>CUPS is for native printer support on ChromeOS.

Does this happen with all PDFs, or just with some specific PDFs?

Changing the subject to native printing and removing component for better understanding the issue. 

The issue happens on all PDF that are longer than 5 pages.

Questions:
1) Have you tried to reproduce the issue?
2) Is this specific to Windows 7, or does it happen with Win 10 as well?
3) For the Toshiba printer, there are several printer drivers available. Which one is the customer using?
1) No, we don't have these printers in lab. Our printers are working fine.
2) Customer didn't provide that information, I'll check that with him.
3) TOSHIBA e-STUDIO2555C ver.7.84.2748.4c 

For (3), I mean Toshiba has PS, PCL, and XPS drivers. What type of driver are they using? Given it works for your printer in the lab, I suspect this may be printer specific. So it will be helpful to better understand the environment where this issue occurs.

I understand it can take some time to communicate with the customer, so no rush. Can you also ask the customer one more question?

Q4) Is this issue specific to Toshiba printers? If they try another printer brand, does the problem exist with the other brand?
I'll check that with customer, thanks
My customer has the same issue on  Canon ImageRUNNER ADVANCE 6575.

They can see all print pages on the print preview.
But they can only print out Few or no pages.

Windows 10, Chrome browser Ver 70.0.3538.77(64bit).
re: comment 10 - can you file a separate bug for your issue? Though the symptoms may be similar, we should not assume the underlying cause is the same.
