Plumbing is currently incomplete to synchronize touch selection handles on OOPIFs.
We already plumb the selection rect up from the child to the parent, but the parent should plumb the selection rect from main to impl and transform the selection rect into its coordinate space. If the rect from its perspective has changed, it should allocate a new LocalSurfaceId and plumb it upward all the way to the top level page.
This will ensure that touch selection handles within OOPIFs are synchronized with scroll.
We should not rely on data from HitTestQuery as that will always be a frame behind.
