ContextMenu button fails to click wrapped text

Issue description

Pressing the menu button, or Shift+F10, attempts to create a context menu at the center of the focused element. But the center of the elements bounding box might not be inside the element.

Can you elaborate on what the expectation is in the given link?
Status: Available (was: Untriaged)
Able to reproduce this issue, steps:
1. using "tab" key to focus on the link
2. press menu button or shift+f10 to open "non-located context menu" 

The menu shows in the middle of link element's bounding box but not on the link because the link is crossing two links.
