Launcher animation is not smooth

ChromeOS  11149.0.0, 71.0.3575.1 dev-channel nocturne

What steps will reproduce the problem?
1. Open playstore or any android app
2. Click on launcher home icon
3. Observe the animation

What is the expected result?
Animation should be smooth

What happens instead?
Flicker of launcher and the app is seen before launcher is displayed.

Issue observed only when android app is in the foreground. Issue not seen with chrome app in the foreground.
