(It's likely a duplicate, but we'd actually rather keep them separate so we can keep track of who is reporting what. Though, yeah, our assumption is that some anti-virus or other vendor messed up recently and is causing a flurry of reports.) This is likely due to a buggy antivirus, firewall, or proxy on your machine or network that is breaking with newer versions of TLS (TLS 1.3). Do you have any of those on your machine? If so, which ones? It would also help us to get a NetLog of what occurred if you can reproduce it, see details here: https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details Thanks!

Edge hasn't yet deployed TLS 1.3. We actually didn't even change anything related to TLS 1.3 recently, so probably your antivirus, firewall, or whatever messed up a recent update. Could you provide the requested information?

Again, we haven't changed anything related to TLS recently in Chrome, and Edge has not yet deployed TLS 1.3. It sounds like Kaspersky may have messed up a recent update. Thanks for the info, that is a very promising lead!

(Unmerging so we can track this better.) This is likely due to a buggy antivirus, firewall, or proxy on your machine or network. Are you running Kasperksy anti-virus? If so, does it work if you disable it, specifically the "Scan encrypted connections" setting? It seems they recently shipped a bad update and broke stuff. Otherwise, what anti-virus, firewall, proxy, etc., do you run? Kaspersky recently released a patch to fix their update. If you are still experiencing the issue, please try updating your Kaspersky AV install. If you aren't using Kaspersky or the problem remains after the update, please let us know the previously requested information. Otherwise, we'll close this bug in a couple days, feel free to file a new bug if you continue experiencing issues after the bug gets closed.
