Issue description

resetting chrome from menu, is not resolving any issue.
signing out and back in, is also of no joy.

please see the screen shot, i am trying for many days. but no resolution.
 
Could you please provide a screenshot of chrome://version. Make sure you are on the latest version of chrome: 69.0.3497.100. If you are, please try to disable hardware acceleration here: chrome://settings/?search=hardware+acceleration. If that doesn't help, make sure your windows clock is correct by checking it on https://time.is/ for example. Please report back with the screenshot. Thank you.

This is likely due to a buggy middle-box on your network blocking newer versions of TLS (TLS 1.3). Do you know if you have any anti-virus/proxy/firewall products installed that might be causing issues?

In particular, are you running Kaspersky anti-virus by any chance? Another recent report suggested that may be the cause.

Kaspersky recently released a patch to fix their update. If you are still experiencing the issue, please try updating your Kaspersky AV install.

If you aren't using Kaspersky or the problem remains after the update, please let us know the previously requested information.

Otherwise, we'll close this bug in a couple days, feel free to file a new bug if you continue experiencing issues after the bug gets closed.
