DevTools: sort service workers by installation time

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. open https://airhorner.com/
2. open dev tools > application > service worker
3. stop service worker
4. > clear storage
5. scroll all the way to the bottom (why is the button on the bottom?! - very inconvenient)
6. click 'clear site data'
7. hold-left-click the reload button on top left of browser and select 'empty cache and hard reload'
8. > service workers
9. try to find running service worker

What is the expected behavior?
I expect most recent service workers at the top so I can easily find them...

What went wrong?
oldest one is at the top, so I (again!) have to scroll all the way to the bottom to find what I need...I have never needed to do anything with old ones

of course, it would be good if the 'clear site data' would also stop any running service workers for the site...it already has an 'unregister service workers', but that doesn't *stop* it first...which causes problems

This issue is delayed by  issue 767790 , which is further delayed by a bug in content/browser, working on it.
