OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04 LTS).

Pre-condition: There should be at least one entry in 'chrome://downloads/'.
	       
What steps will reproduce the problem?
1. Launch chrome, navigate to 'chrome://settings/fonts'.
2. Change 'minimum font size' to Huge and navigate to 'chrome://downloads/'.
3. Now, press tab key to traverse the focus to close (X) icon of downloaded entry and observe.
 
Actual Result  : Movement of close (X) icon from its place is seen when focus is traversed.
Expected Result: There should be no such movement.

This is a regression issue broken in ‘M-69’ and below is the bisect info :
Good Build : 69.0.3469.3 (Revision : 569383)
Bad Build  : 69.0.3472.0 (Revision : 569948)

You are probably looking for a change made after 569420 (known good), but no later than 569421 (first known bad).
